The JAA Training Organisation (JAA TO) and the Romanian Civil Aeronautical Authority have announced a new training cooperation framework aimed at strengthening aviation regulatory expertise in Romania.
The agreement will provide Romanian aviation specialists with access to internationally recognised training programmes designed to support the development of regulatory knowledge and aviation oversight capabilities.

Expanding Regulatory Training Opportunities
The initiative builds on a productive meeting and state visit held in Bucharest in August 2025, which laid the groundwork for closer collaboration between the two organisations.
Through the new framework, the Romanian authority will gain structured access to JAA TO’s portfolio of specialised aviation regulatory training courses. These programmes cover key operational and safety areas, including safety oversight, airworthiness, aerodromes, aviation security, and safety management systems.
The two-year agreement was signed by Nicolae Stoica, Director General of the Romanian Civil Aeronautical Authority, and Paula Vieira de Almeida, Chief Executive Officer of JAA TO, during the organisation’s annual High-Level Training workshop for ECAC Member States.

Supporting Aviation Safety and Oversight
Speaking about the agreement, Paula Vieira de Almeida said the partnership represents an important step in expanding cooperation with Romania while supporting aviation authorities in strengthening regulatory expertise and institutional capacity.
Stoica highlighted that the collaboration will help develop the competencies of the authority’s specialists while reinforcing oversight capabilities. Access to internationally recognised training programmes will support Romania’s efforts to maintain high aviation safety standards and ensure alignment with evolving international regulatory requirements.
The partnership reflects Romania’s commitment to investing in its aviation workforce and strengthening regulatory oversight. By working with the JAA Training Organisation, the Romanian Civil Aeronautical Authority aims to further enhance safety standards while aligning with European and global aviation frameworks.
