FAA’s Updated Airport Grant Requirements: Stakeholders Response

The Federal Aviation Administration (FAA) has made major modifications to its Airport Improvement Program (AIP) grant assurances on 25 April 2025. These modifications will eliminate prior requirements for environmental protection and diversity, equity, and inclusion (DEI) programs.

​What are the Modifications?

Among the significant changes is the alteration of Grant Assurance 30, which formerly addressed civil rights requirements, including DEI issues. The DEI program-related requirements have been eliminated as Executive Order 14151 now complies with the updated assurance. Furthermore, airports are not allowed to limit the sale of self-fuelling of 100-octane low-lead aviation gasoline (100LL) due to the FAA’s new Grant Assurance 40. This step guarantees the availability of this fuel type until a generally accepted unleaded substitute is made accessible.

Stakeholders’ Response Toward Changes

There have been conflicting responses from stakeholders to the removal of environmental and DEI standards from AIP grant assurances. According to their supporters, these reforms will lower administrative barriers and enable more effective funding distribution for important infrastructure initiatives. The removal of these regulations, however, has drawn criticism for potentially undermining initiatives to advance social justice and environmental sustainability in the aviation sector. Environmentalists say that the lack of precise regulations may result in less focus on programs like noise reduction and air quality improvement projects that try to lessen the environmental impact of aviation.

Moreover, programs intended to promote workforce diversity and guarantee fair access to airport services may be impacted by the elimination of DEI standards. The FAA has launched a 14-day public comment period on the updated grant assurances to gather feedback from interested parties on the suggested modifications. The deadline to submit comments is May 9, 2025.
