The Garuda Maintenance Facility and the maintenance division of Indonesia’s national airline, AeroAsia, have secured a twenty-year concession agreement with the Oman Civil Aviation Authority. Under the GMF AeroAsia Oman aviation deal, the Indonesian company will operate and manage the facility at Muscat International Airport (MCT) as it plans to expand its presence in the Middle East.

What does this agreement involve?

On Oct. 5, Andi Fahurrozi (AeroAsia CEO) and Naif Ali Al-Abri (President of Oman’s CAA) signed the 20-year concession agreement at a ceremony in Muscat, Oman.

Under this partnership, the Indonesian enterprise will manage and develop the aviation hub at Muscat (MCT) and provide repair services for regional and international flight routes. It will also encourage the transfer of advanced technologies to local airport workers.

GMF AeroAsia said in a statement that:

“The agreement will develop and operate the hangar and supporting facilities, bringing its technical expertise and experience in aircraft maintenance services.”

The agreement represents a strategic step to strengthen Oman’s aviation sector by localising global technologies and developing national capabilities in maintenance and aircraft manufacturing, in line with Oman Vision 2040 and the National Aviation Strategy 2040.

Fahrurrozi said:

“The development of an MRO facility in Oman marks the first step in establishing GMF’s operational presence closer to customers in the Middle East and surrounding regions.”

“With our experience and capabilities, we see an opportunity to serve a broader aircraft maintenance market while contributing to the growth of Oman’s aviation industry.”

“Oman will serve as the hangar owner and concession provider, as well as the aviation regulator responsible for ensuring compliance with applicable aviation regulations and safety standards.”

The agreement’s benefit for Oman

Oman wants to transform Muscat into an integrated regional hub for aviation maintenance. Oman’s CAA, Ali Al-Abri, said:

“It also aims to facilitate the transfer of knowledge and advanced technologies in airframe, engine, and avionics maintenance, while creating specialised employment opportunities for national talent.”

For Oman, the project supports a broader vision to establish the capital as a leading regional centre for aviation servicing. Because of its geographical position, Oman can build its reputation as a key operational hub for the Middle Eastern market. Middle Eastern operations have fluctuated, including the suspension of services earlier this year, but aviation targets remain.

Indonesia’s GMF has sought to expand its international market presence, including its participation in the aviation exhibition earlier this year. This 20-year deal is the first of several agreements that will establish Indonesia’s GMF AeroAsia as a prominent global company in aircraft maintenance, repair, and overhaul (MRO).
