Jammed Flaps on Xiamen 737

An Xiamen Airlines Boeing 737-700, registration B-5278 performing flight MF-8411 from Chongqing to Lhasa (China) with 88 people on board, was descending towards Lhasa when the crew applied flaps, the flaps, however, became stuck.

The crew aborted the approach. Due to the jammed position of the flaps, the aircraft was no longer able to divert and was committed to land in Lhasa. The aircraft entered a hold to burn off fuel and prepare for a high-speed landing (runway length 4,000 meters/13,120 feet at elevation 3,570 meters/11,710 feet), and landed safely at a higher than normal speed about 45 minutes after aborting the first approach.
