United To Now Boot Passengers Who Refuse To Use Headphones

United Airlines has formally updated its Contract of Carriage to explicitly require passengers to use headphones when listening to any audio or video content on personal devices. Those who refuse can be removed and banned from future travel. The revision took effect on Feb. 27, 2026.

New Rule Targets Audio Annoyance

The updated policy states that passengers who “fail to use headphones while listening to audio or video content” may be refused transport, potentially on a permanent basis. The airline confirmed that the decision was prompted by the growing use of personal devices, particularly with the expansion of high-speed Starlink Wi-Fi across its fleet.

Passengers who forget headphones can ask for free earbuds. United Airlines states that these are available on request, subject to stock.

Washington Backs The Move

Transportation Secretary, Sean Duffy, supports the policy. He posted on social media about basic flight etiquette:

“Everyone deserves a little peace at 35,000 feet,” Duffy wrote. “Remember civility is the best carry-on. Using headphones on board is a sign of respect for your fellow passengers.”

Travel expert, Scott Keyes, said the rule is unusual among U.S. airlines:

“This is in line with how most travellers behave,” Keyes explained. “Only a small number of people make noise without headphones. This handles them gracefully.”

Airlines Crack Down on Disruption

United’s updated terms now place audible device use in the same category as other infractions that can lead to removal, such as non-compliance with crew instructions or smoking violations. Passengers removed under the new rule may be eligible for a refund, though the airline clarifies it will not be liable for further damages.

The move reflects wider industry efforts. Airlines want calmer cabins and clearer rules for passengers, to make travel more inclusive for all travellers.
