Cheltenham Borough Council and Gloucester City Council have not agreed to the sale of Gloucester Airport (GLO) to Horizon Aero Group. The airport in Staverton remains unsold until an agreement can be reached.

The site for sale

GLO’s site spans 375 acres and was established in the 1930s. Based in Staverton, the airport has two main runways and a variety of other features, including their modern navigation systems.

The site for sale has planning permission for 30,000 square metres of business area, situated within their two business parks.

Council leaders “disappointed”

After eight months of negotiations, both Cheltenham and Gloucester City Council felt disappointed by the outcome. They stated that the sale fell through because Horizon Aero Group changed their bidding plans, moving away from the original scheme discussed.

The airport has been up for sale since Nov 2023. In July 2025, Horizon Aero Group was favoured as the buyer. Both Cheltenham and Gloucester City Council have joint ownership of the site, and were hoping to sell it for £25 million. The sale fell through when dates for the completion of the deal were not met.

Rowena Hay, councillor and leader of Cheltenham Borough Council stated that the council is looking for a solution and expressed appreciation for the employees who continue to support the process. She described the authorities as being committed to those involved.
