Nigeria has released its 20-year Civil Aviation Master Plan (2025-2045) prepared together with the International Civil Aviation Organisation (ICAO) on April 14. This marks the country’s efforts to modernise its infrastructure and expand the aviation sector, announced by Festus Keyamo, aviation minister.

Festus Keyamo attends Global Implementation Support Symposium
The plan was presented at the ICAO Global Implementation Support Symposium in Marrakech, Morocco, where Festus Keyamo was a special guest at a Ministerial Round Table. He spoke on the ‘Future of Aviation Workforce in Nigeria,’ in the speech he highlighted the country’s efforts to address the issues of skill gaps within their aviation system. This aligns with Nigeria’s National Development Plan and positions aviation as a driver to its long-term economic growth.
Recently, it was announced on Feb. 12, that Nigeria’s Ebonyi state will be preparing to launch a state owned airline expanding Nigeria’s aviation prospects.
The Minister earlier approved the development of the Master plan with the project undertaken by ICAO’s Capacity Development and Implementation (CDI) unit. It prioritises airport modernisation, brand new technology, security, better safety precautions and driving environmental standards. It also takes a look at the current shortcomings of workforce development, the work initially commenced in September 2024, with a comprehensive training program.

Modernising the Future Aviation for Nigeria
The Civil Aviation Master Plan, which spans a 20 year period (2025-2045), is strategically aligned with Nigeria’s National Development Plan and its key policy frameworks.
Keyamo, in his statement on social media, stated:
“The presentation of the landmark document marks a major milestone in Nigeria’s aviation sector, signalling a bold and structured pathway for the industry’s transformation over the next few decades.”
The deployment of advanced technologies considers unmanned aerial systems which are used in commercial industries and public services. The plan is expected to attract investment, expand cargo and improve maintenance infrastructure, and improve Nigeria’s standing as a regional aviation hub.
