TAV Airports Invests $150 Million to Expand Georgia’s Tbilisi Airport

TAV Airports commits to investing $150 million to further develop and expand Tbilisi International Airport in Georgia, in order to increase the annual terminal capacity to more than 10 million passengers. This agreement has extend its concession period from January 2027 to the end of 2031.

A Little About Tbilisi Airport

Shota Rustaveli Tbilisi International Airport (TBS/UGTB) is the primary, 4-star-rated international gateway to Georgia and is located 17 km southeast of Tbilisi. It serves as a major hub for Georgian Airways and connects to European, Asian, and Middle Eastern destinations.

The airport handles over 4.7 million passengers annually and offers modern facilities such as duty-free, free Wi-Fi and dining. They also provide VIP lounges, dedicated FBO services for private aviation, and cargo handling.

Georgia’s Prime Minister, Irakli Kobakhidze, stated:

“Tbilisi International Airport is one of the country’s most important strategic infrastructure facilities and plays a special role in the development of the economy and tourism.”

The airport is operated by TAV Airports Holding and is undergoing planned expansions to manage the high volume of traffic, as it has served more than 5.4 million passengers in 2025, representing year-on-year growth of +13.7%.

What is TAV Airports Holding?

TAV Airports Holding is a major Turkish-based, global airport operator and is part of Groupe ADP (a leading global airport operator), which holds 46.12% of its shares. As of 2024, they manage a portfolio of 15 airports across 8 countries (including Turkey, Kazakhstan, and Tunisia).

TAV Airports CEO, Serkan Kaptan, stated:

“Georgia holds a special place in our company’s history, as it was our first step in becoming a global brand.”

“To date, we have invested more than $230 million in Georgia, and with this new investment, Tbilisi will strengthen its position as a hub.”

Several TAV-operated airports, such as Almaty and Madinah, have frequently been recognised as the best in their regions for service quality.

The Expansion

TAV has managed the airport since 2025 while under contract with the Georgian government. Its concession was set to expire in January 2027, but the government has agreed to extend it through the end of 2031.

TAV stated:

“Existing areas will be refurbished, and new commercial areas will be created to further develop the passenger experience, with a particular focus on showcasing Georgian cuisine and products,”

“Carpark capacity will increase to accommodate 500 more vehicles.”

The expansion will add 10 passenger bridges and seven new remote aircraft parking stands. The project will also include the addition of 10 check-in counters, 24 passport control counters and two baggage carousels.

This expansion is significant as the airport is connected to 71 destinations by 63 airlines, and 2025 was a record year for the development of tourism and aviation in Georgia. This has enabled new airlines to enter the market and new routes to be added
